In 1990, the first edition of the National Festival of Pop Music „Radu Șerban” was organized as an older craving of people living in Caracal to render an early autumn homage to this great composer who was born in Caracal.  Fourteen editions have taken place ever since and each and every edition meant a celebration of Romanian pop music, a launchpad for young talents, but it also meant the joy of having  great personalities of Romanian musical life in Caracal, some of the following great names being part of the jury of the festival:          Ion Cristinoiu, Horia Moculescu, Petre Geambaşu, Vasile Veselovschi, Ionel Tudor, Viorel Gavrilă, George Grigoriu, Dinu Giurgiu, Titus Andrei, Florin Şişu, Marina Voica, Şerban Georgescu.

Great artists have all performed at our festival: Carmen Trandafir,  Călin Goia (Voltaj), Paul Surugiu (Fuego), Mihai Onilă (Axxa). Recitaluri de excepţie au susţinut, la fiecare ediţie: formaţia "Star 2000" condusă de Petre Geambaşu, Horia Moculescu, Aurelian Temişan, Adrian Enache, Mihai Constantinescu, Anastasia Lazariuc, Carmen Trandafir, Gabriel Dorobanţu, Daniela Gyorfi, Laurenţiu Duţă, Sanda Ladoşi, Marina Voica, Fuego, Body&Soul, Candy, Bosquito, Simplu, Andreea Bălanand many other famous pop music artists.

The festival invites the participation of talented young people who are interpreters of pop music, aged 15 to 25.
